I'll Give You Your "Plantation Mentality"

Secession's not allowed, but can the rest of the states get together and throw Louisiana out? They are whining that they can't get by on the paltry $6.2 billion they're getting from the Feds. It does seem as if Katrina blew the leadership right out of the state. A friend writes:

The state truly has a plantation mentality that 140 years of post-Civil War life has done little to erase. They are all subjects, not a citizen among them.
