An Infirm Purpose of Amendment

I was going to let this go because it's past the news cycle (the rain's got my phone line all wonky), but then Rueful Red, one of ninme's regular readers, gave me that great post title. I remarked, regarding the flag-burning amendment that failed to pass the Senate, that when a Senator says he supports a Constitutional Amendment to resolve any matter whatsoever, I generally read that as, "I intend to do nothing substantive legislatively on the matter."
