Apparently in September we're releasing Noriega. Not so worried about that --he faces charges in Panama & France-- but (keep in mind that Noriega received a 30-year sentence, of which he has served 17):
"He has now come to the point where he has served what is known as his mandatory release time, which means the government must release him from custody on September 9th this year," said Frank Rubino, Noriega's attorney.

It's mandatory we release felons 13 years ahead of schedule?
