The Duck Soup Congress

Rufus T. Firefly: I'm in a hurry! To the House of Representatives! Ride like fury! If you run out of gas, get ethyl. If Ethel runs out, get Mabel! Now step on it!
Congress has voted to sue OPEC over high gasoline prices. 324-84. Since one of the charges is limiting oil supply, I'm not certain why OPEC wouldn't simply countersue and accuse us of same. It's supposed to be an anti-trust measure: whatever. Rep. Steve King (R-Iowa) gets it right, noting the bill
doesn't outlaw the congressional cartel that has blocked our energy production in this country.
Supposing Congress overrides the promised Presidential veto and wins its case. How does it propose the ruling be enforced? If I were OPEC, I'd probably reduce production just to make a point. Then what? And this is the Congress Republicans think they can't run against.
