The biggest points he makes are that Shaha Riza considered Wolfie to be her opponent in the matter and her salary package was in the nature of a settlement because everyone involved thought it likely she would sue the bank for being exiled from her career just because Wolfowitz was becoming the Bank president. Here's the documentation he provided, which to my mind shows conclusively that what Wolfie's saying is true. Not possible-to-parse-it-that-way true. True simply.
