I Demand Gender Equality

In a story I can't even follow, the Telegraph reports on Britain's efforts to de-gender the law without de-personalizing it. First the guv says they're just going to use the terms husband and wife interchangeably. But...
it then goes on to say that in future legislation the traditional male-only meaning of husband and female-only understanding of wife could make a comeback – but not in all cases.
“The term ‘husband’ will in future legislation include a man who is married to another man (but not a woman in a marriage with another woman),” it adds, confusingly.
“And 'wife' will include a woman who is married to another woman (but not a man married to another man) unless specific alternative provision is made.” 
What? It seems as if the rulemakers forsee it being useful to specify which gender a person is. I wonder why.

On another note entirely, Mr. W. frequently employs the phrase, "cloud cuckoo land," which I'd always thought he invented since I've never encountered it elsewhere. But here it is in this article. Mr. W. said he assumes he got it from Aristophanes, which seemed far-fetched to me, but lo, Wikipedia affirms him. That's the good news. The bad news is, you know who else uses the phrase "cloud cuckoo land"? Hitler.
